A Bird & HWPL

A little Bird and DPCW, a Peace Law of HWPL

In Korea, there is a saying, "Small peppers are spicy."

When I saw a little bird making a big hole in the tree, I remembered the proverb.
(Do never underestimate the little bird.)

I kept hearing the sound of a "Ddadak-ddada da da ......" tree, and when I looked at it, a small bird stuck to the tree and kept pecking with its beak.

So I took out my cell phone and took a video, but it was disappointing that it flew away quickly.

When I watch this video, I think of HWPL, this organization of peace.

Although it is still small as a small bird, it is a great organization of peace that continues to work for peace and builds world peace.

A certain word in the Bible that comes to mind whenever I see HWPL is "Your beginnings will seem humble, so prosperous will your future be."

- March 14, 2021, at the Training Institute in the Republic of Korea, Gyeonggi-do, Gapyeong, Goseong -

Due to the trial and great tribulation of COVID-19 that has come upon the whole world, Heavenly Culture, World Peace, Restoration of Light (HWPL) family members of peace participated in HWPL's 5th Annual Commemoration of the Declaration of Peace and Cessation of War (DPCW) online from their respective countries.

HWPL’s messengers of peace, in order to achieve peace and cessation of war as a legacy for future generations, have been touring each country of the world since the year 2013, and met with dignitaries (personages) from the world of politics, civil society, and religion and requested (or suggested) these dignitaries to participate in the World Peace Summit held in Seoul, and the dignitaries of each country accepted. So, on September 18th, 2014, the World Peace Summit was held in Seoul, Republic of Korea.

At this time, approximately 200,000 people gathered. Through the number of those in attendance and the sight of this day’s event, I was able to see all the participants longing for global cessation of war, freedom, peace, and love. The dignitaries from each country who saw the sights of this day’s event were moved to tears, and they shouted for peace and even danced with joy.

There was a banquet starting on the evening of September 17th, and gatherings and meetings for the realization of peace were held by each department until the 19th. On the 19th, at the event’s grand conference room, the leading politicians of each country, religious leaders of each group, directors of each organization, reporters of each media group, and presidents of each university, which was approximately 4,000 people total, gathered to have a meeting; it was a matter of great importance, promising the enactment of an international peace law and for religions to become one in God. Politicians promised to enact an international peace law, religious leaders promised to have religions become one in God, each organization’s director from various countries promised to urge this work, and reporters of media groups from various countries promised to frequently cover this by signing an agreement, and with this, they made a promise with God and with all the people of the world.

Since this day, in order to achieve world peace and cessation of war and make it a legacy for future generations, HWPL has gone around the world 31 times, emphasizing the need for the enactment of an international peace law and the great alliance of religions for the cessation of war and world peace. For this, 21 legal experts from around the world were selected to form the International Law Peace Committee and centered around these people, the 10 articles and 38 clauses of the DPCW were created and were proclaimed to the world on March 14, 2016. Additionally, religious leaders have opened WARP offices in various countries of the world and have continuously made efforts to achieve an alliance of religions by uniting under the greatest truth, the most trustworthy scripture, through the religious scripture comparison discussions.

The family members of HWPL have hosted the anniversary event for the World Peace Summit every September, and they are carrying out what they promised to God and all the people of the world. All the people of the world have become messengers of peace, and from around the world, they are crying out for peace through the slogan “We are one.“

Russia invaded Ukraine and a war broke out. Global interest in the reason for the war between Russia and Ukraine continues. The broadcasted reasons for the invasion were mentioned as the issue of joining NATO and a fight over the energy hegemony, but "war" can never be justified in the global community no matter what reason would that be. As can be seen from the Russian and Ukrainian incidents, the world has yet to end the war and wants peace.

The lesson 12 from HWPL Peace Textbook below informs the conditions necessary to achieve the completion of the peace that mankind has been waiting for. There are various causes that threaten our lives, such as terrorism, civil war, racial conflict, and religious war. Countless factors in achieving peace has become the homework for us to solve. Now, HWPL Peace Textbook says that we all should be the leaders of peace in order to achieve world peace with our hands.

Chapter 12
The Completion of Peace That Humanity Has Long-awaited

Section 1. Courage

Andrei Sakharov, a Russian physicist, received the 1975 Nobel Peace Prize for his work against nuclear experimentation. He greatly contributed to the former Soviet Union’s weapon development during World War II and joined the Lebedev Physics Institute in 1945. His research team joined the secret research in the development of hydrogen bombs, and he was forced into the research as a result. The former Soviet Union was able to successfully create a hydrogen bomb three times during his research. Sakharov gained great honor and wealth. However, at the same time, he became very skeptical as he knew that nuclear weapons could cause far greater wars and fear than ever before. There was an accident during a nuclear experiment where a young girl lost her life, and Sakharov felt great anger towards the irresponsibility of the government that insincerely handled the incident. In the end, Sakharov became opposed to nuclear experimentation and urged for its prohibition by writing papers and books scientifically proving the biological risks. His work led to the former Soviet Union announcing the suspension of nuclear experimentation, and later influenced the Soviet Union, the United States, and England to sign the Treaty of Banning Nuclear Weapons Tests in the Atmosphere in Outer Space and Under Water in 1963. However, Sakharov’s work for the prohibition of nuclear experimentation wasn’t always easy. On 22 January 1980, he was arrested and exiled while protesting the Soviet Union’s invasion of Afghanistan and had to forfeit all awards and medals given by the former Soviet Union. During his exile, the country threatened him several times with confinement to a mental hospital and even death. It was not until 1986 that Sakharov was reinstated by the Soviet government, and he worked for human rights and peace without stopping until his death in 1989.

Section 2. A Peace-loving Heart

Peace is one of the core teachings of religion. Most religious scriptures teach peace, justice, human dignity, respect, harmony, etc. However, these messages in the scriptures are often ignored or misinterpreted. Therefore, the fundamental reason behind religious conflict is from misunderstandings, or perhaps, ignorance of scriptures, which is the standard of each religion. Therefore, true believers should not cause or ignore conflicts, but instead, love and practice peace.

Section 3. Messenger of Peace

Traditionally, security for intergovernmental organizations and nations alone are insufficient when responding to diverse conflict situations. Active cooperation of all participants in the international community, including civil society, non-governmental organizations, and businesses is necessary. A governance for security is also needed. The International Campaign to Abolish Nuclear Weapons (ICAN), which is a non-governmental organization, was awarded the 2017 Nobel Peace Prize and has achieved peace work that countries and intergovernmental organizations have been unable to accomplish. The ICAN, which was established in 2007, received an agreement from 122 states and passed the Treaty on the Prohibition of Nuclear Weapons (TPNW) during the UN General Assembly in July 2017. The TPNW is a treaty that completely prohibits nuclear weapons, which are weapons of inhumane mass destruction including the development, experimentation, production, manufacture, acquisition, possession, stockpiling, transfer, and use of nuclear weapons of parties. The treaty was officially enforced on 22 January 2021 after Honduras became the 50th ratifying state. Of course, there are people who criticize that it is a powerless treaty because none of the states that hold nuclear weapons have ratified it. Regardless, it is regarded as a groundbreaking treaty in which it has outlawed nuclear weapons in the ratifying states and has greatly influenced the raising of awareness of nuclear weapon illegalization. The ICAN was able to progress towards the efforts to destruct nuclear weapons which the UN, intergovernmental organizations, and individual states could not achieve. This is a representative example of the importance of non-governmental organizations in realizing peace.

Section 4. HWPL Achieving World Peace

Heavenly Culture, World Peace, Restoration of Light (Hereinafter HWPL) was established on 25 May 2013 for world peace and it is a non-governmental organization in Special Consultative Status with the UN ECOSOC. As a non-governmental organization that aims to achieve cessation of war and world peace, HWPL is proposing practical measures to overcome the limitations of states and international organizations for world peace while also building a peace governance that includes civil society and religion. HWPL is also leading solidarity and cooperation for peace among states and intergovernmental organizations. HWPL’s peace activities propose a clear answer to peace, which is conflict prevention, conflict solution, maintaining peace, and spreading a culture of peace. HWPL’s peace activities aim to achieve peace, which is the greatest legacy, for the future generations.

The world is not yet peaceful. There are various causes that threaten lives such as terrorism, civil wars, ethnic conflicts, religious wars, etc. These countless factors that indirectly disturb peace must still be solved. Now, we must all become leaders of peace to achieve world peace with our own hands. Achieving peace is not difficult. To achieve peace, we must first have “courage” and a “peace-loving heart.” Our actions for peace are not insignificant. We must remember that this is the path for humanity, and it will leave peace to the future generations. Individuals, civil society, nations, and international organizations must all cooperate and work together to become “messengers of peace.” HWPL is working with the youth, women, and all people of the world to work for the “completion of peace,” which is the desire of all humanity. A world of peace created through the enactment of international peace law, religious harmony, and peace education will be the greatest and most brilliant legacy to be passed onto the future generations forever. We can achieve world peace that humanity has long-awaited. We are one!

Concerted Action for Sustainable Peace: Cases of the "Legislate Peace" Project

HWPL is conducting the "Legislate Peace" (LP) project, an initiative to garner support for the DPCW and achieve its adoption at the international level. Starting this year, we have launched new campaigns to bring fresh energy to our society that has grown weary of the pandemic.

Online Study Group on the DPCW Handbook

One of the campaigns is an online study group on the DPCW Handbook. This handbook explains the 10 articles and 38 clauses of the DPCW in detail. The study aims to teach citizens about the values and spirit of peace embodied in each article and urge them to support the DPCW.

The idea of the handbook was first suggested at the 7th International Law Peace Committee Meeting in 2019 and was developed step by step even in the midst of the pandemic. As a result, the handbook was finalized in October 2020. The handbook includes content on each article of the DPCW as well as related international issues, which can open in-depth discussions on why peace is necessary and how it can be achieved.

Of course, botanists and people interested in plants will know, but I don't know.

However, what is clear is that after all these seeds have grown, you will know the shape of flowers and so on.

If you think you're growing up, don't be disappointed by yourself growing up.

You need to grow up to know what it looks like.

The same will be true of the seeds of peace.

I think the seed of peace is to practice even small things for peace and to add even a small force to establish a world of peace.

I wonder how the seeds of peace will grow and be completed.

The most curious thing is that when the DPCW is settled, the world will completely bury the word war in its past history.

With the HWPL Peace Education Curriculum, all children around the world will grow from the seeds of peace, and a world of peace, love, and freedom will come, and we will forever sing peace, love, and freedom in nature.

There's no word for portrait rights infringement in "nature".
Nature provides light, rain, and air equally to anyone without discrimination.

But what about people?

I think people are too obsessed with the concept of 'ownership'.

If people go this way, I even think about the ridiculous idea that love, peace, and freedom will disappear somewhere and the sun will have a concept of possession.

Is the sun the property of a wealthy country?

Can the sun be owned by a nation, an organization, or an individual?

Personally, I was waiting for the Peace Expedition, Lesson 11 textbook to be introduced, and finally, the peace education textbook came out. Let me introduce the peace education textbook.

Lesson 11. Law-Abiding Spirit and DPCW

Section 1. The Necessity of Law

Social norms are needed for members of society to live in harmony. Social norms include customs, morality, and law. Among them, the law is a norm that must be applied in a mandatory way. What does a society without law look like? Let’s predict what a society without law and order will look like through the life of a fictional tribe called “Troglodytes” in the novel Persian Letters by Montesquieu, Charles Secondat. The Troglodytes did not follow anyone’s words after killing both the king and the administrator. They only cared about their own happiness and agreed that it was none of their business if others were unhappy. These tribesmen who were freed from all regulations lived a free life. However, they soon realize that living without law and order does not benefit them. For example, there was A, who had fertile land, but B and C worked together to kick A out of the house and stole the land. However, C wanted to have the land to himself and killed B. But that did not last long. C was also attacked by D. The Troglodytes had to constantly live a life of anxiety to protect their lives and property. If there is no law in the society, it is obvious that such chaos will occur. If there is no law, how do we resolve it when car accidents occur? The same applies when one works hard, but does not receive any wages. These kinds of situations cause conflict. As such, the law is necessary to solve specific problems in society, protect the rights of the members of society, and maintain order.

Section 2. Law-Abiding Spirit

If all members of society know and abide by the law, they can safely protect each other's lives and property. But even if there is a law, what is the use if no one complies with the law? Therefore, the value of existence and usefulness of the law are in law-abidingness. A “peace citizen” is a person who actively abides by the law based on the law-abiding spirit. They are like a “walking law” that they themselves strictly obey the law and set an example for others. With the rapid development of transportation and communication in the 21st century, the modern people’s area of activity has expanded from their own country to overseas and even to online spaces. The law-abiding spirit is essential for people of different races, religions, and values to coexist peacefully in all these spaces. Currently, the ministries of education and many schools in developed countries are aware that sustainable development is no longer possible only with education focused on knowledge transfer and technology acquisition. Schools are increasing the proportion of civic education, order education, personality education, environmental education, and more. In order for the state and society to achieve sustainable development in the trend of globalization in the 21st century, fostering citizens with a law-abiding spirit is an important and urgent task.

Section 3. Peace Agreement

Salmon Oliver Levinson, an American lawyer who lived through World War I, said that it was mankind's worst mistake to legalize the war. In any country, murder is universally defined as the worst crime and there are laws that prohibit it. But why is there no law prohibiting war? Salmon Levinson believed that the most fundamental way to eliminate war was to outlaw war itself. At that time, his idea of outlawing war was revolutionary. Levinson's efforts paid off on August 27, 1928 with the Kellogg-Briand Pact. It was signed by 15 nations outlawing war as an instrument of national policy. Article 1 of the Kellogg-Briand Pact states, “The High Contracting Parties solemnly declare in the names of their respective peoples that they condemn recourse to war for the solution of international controversies, and renounce it, as an instrument of national policy in their relations with one another.” This agreement made war illegal for the first time in history. However, this agreement, which was not binding, failed to prevent World War II. For this reason, there is also criticism that the document does not actually serve its purpose. However, this agreement changed the international community’s view of war. War was viewed legal until the World War I, but after defining war as illegal, a view of war as a criminal act emerged from the World War II. The agreement without coercion is difficult to ensure lasting peace. For sustainable peace, a binding international law suitable for rapid changes in the world is urgently needed.

Section 4. “Declaration of Peace and Cessation of War (DPCW)”

The UN Charter has long been referred to as the starting point of a new international legal system in that it has established a regulation banning war but for two exceptions. It is clear that the UN Charter system has made outstanding achievements so far, but 75 years have passed since it took effect in 1945, and various forms of disputes are still taking place throughout the world. And in recent years, those in academia have agreed that the UN charter system is still significant, but it is not enough to maintain international peace. The DPCW is the first step toward supplementing these issues. The DPCW aims to supplement and improve existing international law to suit the current situation through a fundamental approach to war and peace. Accordingly, the DPCW was drafted to pursue progress in international law based on norms already agreed by state actors. The DPCW is comprised of 10 articles and 38 clauses with the preamble suggest ways to prevent and resolve disputes and achieve lasting peace. Articles 1 to 7 deal with the role of the states in creating peace in the international community such as refraining use of force, promoting friendly relations, and more. Articles 8 to 10 suggest that building world peace is a task given to everyone in the global community by emphasizing the participation of not only the states, but also all civil societies such as freedom of religion, strengthening education and welfare, spreading a culture of peace, and more.

After the World War I and II, the UN was launched to maintain world peace and international order, but wars continued due to various reasons such as security dilemmas in the international community and the beginning of the Cold War among other things. Also, lethal weapons have continued to develop for decades. If the world does not want to suffer the same horrors like World War I and II again, then a binding international law is needed. The DPCW drafted as a supplement to the UN Charter system can be an alternative. What the DPCW fundamentally needs in order for it to be effective is the law-abiding spirit of the people around the world. It is difficult to realize world peace and end wars only with the support of leaders from one or two countries or support from some levels of society. From state leaders to citizens, they all have to recognize the need for international law for peace; and when working together to comply with international law, peace can become not just a dream, but a reality that can be held in our hands.
